2025 Bills Authored by Senator Monique Limón

Below is a list of my 2025 legislative policy proposals. From housing, to wildfire mitigation, child care affordability, health care access and so much more, it is my honor to put forth these policies to address the challenges facing our state.

SB 354 - The Insurance Consumer Privacy Protection Act (ICPPA) of 2025 seeks to increase transparency and accountability in the insurance market by enhancing consumer privacy protections and establishing a modern privacy rights framework for insurance licensees and third-party service providers.

SB 386 - Gives dental providers the opportunity to opt-in, with authorized consent, to receive virtual credit cards as payment. Additionally, this would mandate that dental plans and virtual credit card companies clearly outline opt-in and opt-out procedures for virtual credit card payments.

SB 412 - Requires home care aides to complete a training related to the needs of patients with Alzheimer's and dementia as part of their bi-annual registration renewal.

SB 507 - Allows tribes and local governments to enter into voluntary agreements to allow new housing units developed by a tribe to count towards the Regional Housing Needs Allocation (RHNA) of the local government.

SB 542 - Requires, notwithstanding any other law, every existing oil pipeline that has not been used for five or more years to conduct a hydro test prior to restarting. Additionally, the bill requires the approval and issuance of the certificate of financial responsibility to restart a pipeline must be conducted via a public process.

SB 567 - Establishes a regulatory pathway to transition some idle wells to energy storage in the future– ensuring there is proper environmental oversight and wells are ultimately fully decommissioned.

SB 642 - Strengthens the California Equal Pay Act by: 1. Clarifying what constitutes “wages” 2. Harmonizing the statute of limitations with other wage and antidiscrimination statutes 3. Allowing workers to recover for all lost pay 4. Revising outdated gender binary language, and 5. Requiring a “good faith” estimate of pay ranges on public job postings.

SB 676 - Ensures that communities recovering from wildfire-declared emergencies can access the same rebuilding review procedures available to large-scale infrastructure projects.

SB 702 - On or before January 1, 2028, SB 702 requires the Governor’s Office and the Legislature to annually report and post the aggregate demographic information of individuals appointed to statewide boards and commissions on their respective websites.

SB 778 - Expands access to the Migrant Childcare and Development Program under the California Department of Social Services for farm working families by modifying the income requirement and authorizing families to self-certify their income

SB 825 - Provides the Department of Financial Protection and Innovation with the necessary enforcement authority to uphold consumer financial protection laws and protect consumers from unfair and deceptive practices in the financial marketplace.

SB 831 - Establishes the Department of Conservation as the primary state agency responsible for the investigation of geologic hazards and acknowledges the exacerbating influence of climate change stressors on geologic hazards.
