$100 Million Independent Special District COVID-19 Fiscal Relief

Earlier this year, I joined a coalition of over 40 of my colleagues to urge the Governor to approve the $100 million COVID-19 relief fund for special districts that the State Legislature placed in the 2021-22 State Budget. I am happy to report that funding did make it into the final budget, allocating $100 Million for independent special districts that can demonstrate fiscal impacts due to the COVID-19 Public Health Emergency.

The California Department of Finance (DOF) is holding a live webinar on how to apply for this fund in coordination with the California Special Districts Association (CSDA) on Monday, September 27, 2021 from 10:00 am to 11:00 am. DOF is aiming for the application web portal to go live on October 1, with applications due on October 15. During this webinar, they will discuss the allocation process, provide a preview of the web portal, and answer questions.

Fund Eligibility.

  1. The agency is an independent special district;
  2. The district is reporting fiscal impacts due to the COVID-19 public health emergency:
    1. The district has encountered unanticipated costs due to the pandemic during the eligible period of March 4, 2020 to June 15, 2021; and/or,
    2. The district has encountered loss of revenue during the eligible period, which is calculated using revenue from all fund sources of fiscal year 2020-21 compared against revenue from all fund sources of fiscal year 2018-19;
  3. The district has not yet received direct COVID-19 fiscal relief from the state or federal government.
